The king of exercises, squats, is the best quadriceps exercise. It also develops your core very well, and your glutes.

If you don't have access to weights, that's fine. Find a ball of some kind and do a 'braced' squat -- hold the ball directly out from your chest, squat down (keep your back straight, sit back on your heels, go down as far as you can) and hold that position briefly, then stand again. Or you can simply put your hands on top of your head, or to your sides for balance.

easy peasy, for starters jogging is good for entire leg muscle groups
squats (back straight weight bar over shoulders, squat down stand up repeating) are amazing but as you said they will cost you, just do anything that applies a resistance to your upper legs

When the matter comes about the size of muscle, u definitely need to eat foods rich with protein. Only exercise can't make any muscle group big.
You mentioned that u have skinny upper legs. So it means u have little muscles in ur thigh region. So eat foods containing protein regularly and eat a lot.
